HB5 enacted by the 2013 legislative session included a local evaluation requirement that is frequently referred to as the community engagement component. This requirement is an opportunity for the district to showcase areas of excellence and success as well as recognize areas in need of improvement and set future goals valued in the community.


The statute requires each district to evaluate and designate a performance rating for the district and each of its campuses based on criteria set by a local committee (TEC 39.0545). The law requires that each district and each campus be assigned a rating of:  Exemplary, Recognized, Acceptable, or Unacceptable. 

Each district is required to use criteria set by a local committee to evaluate the district/campus performance for each of eight categories and provide an answer (yes or no) for the compliance category. Valley Mills’ local committees were comprised of district employees, parents, and business representatives, and community members. The statute provides nine factors for which the district and  campus must be rated including:  fine arts, wellness and PE, second language acquisition, Career and Technology, Gifted and Talented, use of technology, community and parent involvement, dropout prevention, and compliance with statutory reporting and policy requirements.

Districts and campuses are also required to identify three Community And Student Engagement (CASE) areas to be included as future accountability measures.  Ratings of A-F must be assigned to each area.
